Wait, so the server is in the state it is, on the verge of "dying" and you ban one of its last active players over exploit? Regardless of whether this is exploit or not, bans should only be for hacker/cheaters, or maybe extreme greifers/exploiters that should be warned first. These are desperate times for the server, and we shouldn't be going hardcore on the rules on players having fun. And I don't think this should just be favoring jazzy because he's a veteran player, it should go for evryone.
I have been very much against most of the cheatsy uses of demo in the past, and have been in the minority most of the time in considering them exploits, but I personally don't think this breaks the rules. This is much more reasonable of a strategy then that used in the infamous luxor match last tourney, in that it is very much using demo for how it was intended. Jazzy says that he is using it as a lagitamate strategy, and while I don't necessarily believe that, I dont think you need to have a reason. If this is bannable because it is "disrupting gameplay" then so is every other time players have intentionally not capped to get more kills and prolong the game...which every person here has done many times.
Also, forumban everyone for posting one a ban appeal. Then the server will really die quick xD

Demo, as I see it, was a kit designed to break blocks so that you could get into or travel through areas never before accessible in the game.
From the store description: "Demo kit adds a C4 to your inventory that can be used to blow holes in just about anything. It can be used to create new paths, deny enemy routes or even kill other players." I do not see the description warning its users that trapping themselves in walls is punishable.
Firstly, kit descriptions contain what you can do with the kit, not what you can't do. Secondly, this isn't just a case of people trapping themselves in walls, they were actively stopping the flag being captured. Thirdly, this kind of exploitation has been condemned by staff on multiple occasions.
The people in charge of MCBall designed this kit. If what Jazzy and many others did is a "glitch exploitation", then they should not have allowed Demo to be so easily exploitable.

If everything has to be idiot-proofed so that it is impossible to glitch anything it would both slow down development and severely restrict what can be done.
