I appreciate that you are taking time to report players. However, I believe that this evidence is insufficient as it is very laggy. You will need to find a way to record with (preferably) a 20fps average. This way, we can see what is actually happening.
I will talk your reports over with other staff to see what they think. From the frames that I have seen though, I don't believe this is fastplace or macros of any kind. It's too random and unpredictable.
